A roster movement is a planned transfer of people between defined points. Its brief should identify the crew, the date and the connection the transfer must support. A passenger count without shift timing, access instructions or the return movement leaves important questions unresolved.
For a Cairns-based workforce enquiry, distinguish a transfer on public roads from travel inside a controlled site. The site’s requirements and the suitability of the proposed operator and vehicle must be assessed before a booking. This guide is an organiser’s planning aid, not a claim that every vehicle is approved for every mining location.
Describe the movement boundary
Identify the exact start and finish points. A hotel-to-airport transfer, airport-to-camp movement and camp-to-workplace shuttle have different access and timing requirements. If a site entrance is the endpoint, say whether passengers are met there by another authorised vehicle.
List the route that the organisation expects, including any restrictions or mandatory stopping points. Do not assume a public-road charter vehicle may enter a private operational area. Send site access requirements for review and obtain written confirmation of what can be provided.
Reconcile the crew manifest
Separate incoming and outgoing crews and count support staff travelling with each. Record who joins or leaves at an intermediate point. Use movement references rather than a single combined headcount for a changeover involving several departures.
Keep a process for late roster substitutions. The roster owner should reconcile the latest count with the transport coordinator before boarding. Only provide personal information required for the trip, and use the organisation’s approved process for sharing manifests.

Record tools and personal bags
Describe personal luggage, work bags, protective equipment and any tools proposed for carriage. Some items need assessment or may not be accepted. Do not assume a passenger vehicle is suitable for freight, hazardous materials or equipment merely because storage space appears available.
Ask how the accepted load will be secured and carried. A crew flying in with checked luggage can need a different storage arrangement from a local shift crew. Advise changes in equipment before departure so the load can be reviewed against the allocated vehicle.
Link the transfer to the roster clock
Show the required arrival or handover time, the period needed to disembark and any site processing before the shift. If the transfer connects to a flight, supply the flight details and ask the operator to assess the departure plan from the real pickup address.
Avoid scheduling solely from a map estimate. Boarding, controlled entry and road conditions can affect the journey. Ask the appropriate site manager and transport team to agree the practical timing rather than promising an exact duration without route assessment.

Provide access instructions early
Send induction, identification, escort, gate and permitted-vehicle requirements that apply to the movement. Identify who owns each approval. A request for an enquiry is not proof that those approvals have been satisfied.
Explain whether there is an approved waiting area and what happens if entry is delayed. The driver should have confirmed instructions through the organiser. If access requirements change, report that change before the vehicle is dispatched.
Nominate the roster contact
One coordinator should manage count changes, delayed flights and handover questions. Include a backup contact for early or late movements. The site contact and the transport contact should know which decisions they can make and who approves an altered departure.
Ask how disruptions are communicated and what the booking provides if a movement is delayed. Do not rely on an assumed spare vehicle or unrestricted waiting. Keep any contingency service separate in the quote and confirmation.

Move recurring work into a defined scope
For repeat roster transfers, build a calendar and identify exceptions rather than assuming every week is identical. Include public holidays, changed flight patterns and known shutdown periods when relevant. Confirm how bookings are requested and how far ahead revised counts need to be supplied.
Use the separate workforce-contract checklist when assessing a recurring programme. This page focuses on preparing an individual roster movement. Send the date, crew count, luggage, route, access requirements and contacts to the mining-transport service page for assessment.
Questions answered
Is a normal charter vehicle site-approved?
Do not assume so. Provide the site’s access and vehicle requirements and obtain confirmation before booking.
Can tools travel with the crew?
Describe the items in advance. Acceptance, storage and handling need assessment for the proposed service.
What if the roster count changes?
Advise the nominated transport coordinator so capacity and the manifest can be reconciled before travel.
